This is his only song on his account and it's too good to be his first, plus it's a remix of a song from the radio and most likely even if this somehow is his song, he did not get permission to make a remix of this song.

so I saw this a few weeks ago and saw that no one sent this, even if this is this persons cover it's his only song

The reason why we have this rule is so that your review doesn't encourage users to drive-by zero a submission that turns out to not actually be stolen. It's becoming a moot point now that we can edit our votes and reviews, but it used to be a huge problem. You can always PM a user if you feel like you can reach them, but don't go yelling or cussing anyone out. Not only is it not going to change anyone's mind, but if someone is that stubborn, it can be handled by the mods and staff

It looks like one of those chop and screw apps I've seen going around. That used to be a genre of remix. Is as simple as it sounds, just glitching or looping it a little in opportune spots. Not allowed here.

So I just searched on tags "future-funk" and "approved artists" and I found this song and a bunch of others that might use samples without the rights to use those samples and again this song is allowed for use on Geometry Dash.
we got another one by the same person that I think uses samples
samples bay city, I don't know if this person owns the rights to sample bay city but just in case I put it here for the audio mods to decide, also...
