You should clarify whether the track is composed entirely of loops or not. GarageBand does have some legitimate use as a DAW with options for midi and composing your own tracks

Your hunch with that user was right. Even if that particular track was made using "wub machine".
All audio by that user was duplo (apple loops, music maker jam, grovepad, etc.)
As ADR3-N stated previously it's important to make a distinction between legit garageband and duplo.
Same goes for Soundtrap and Audiotool. There are some legit ways to make music with those
If you suspect stock loops are used on a garageband track, you can report it as "live loops" or "apple loops"
Stuff like Music maker jam, Groovepad, Drum Pad Machine, DPM24, Incredibox or Splash, it's always duplo.
