As for other points from your discussion: if I find a stolen track I actually usually do check the whole account in search for others. Of course I can miss something if I don't recognize a track or a remix.

As for the people that scouted them...

I'm going to keep mentioning until it sinks in: it can take more than 12 hours. Your flags say 19hrs at the oldest so we're still within a day.
