Well, the guy who uploaded this has a different name than the creator of the track. He also refers to the author in the 3rd person, and was kind enough to provide a link to the song on Youtube , which seems to be identical, and I don't see a reason why the person who made the music would do that, unless they wanted people to watch the video there and subscribe, but that's unlikely. With all the evidence against the guy, I think he's pretty guilty. Although I don't see why someone would steal something with only 23K views, unless they thought it would be less likely that they get caught. But then again, if they didn't want to get caught, why link to the original? Whatever, I'm flagging it.

If anyone recognizes this particular bit of music, please help identify it. I have good reasons to believe it's stolen. For one, the genre is supposed to be heavy metal. Even more importantly, it was uploaded by a very likely alt of a spammer who has been spamming the portal (along with a possible crew) for some days now. It is very hard to believe he actually made this music himself, as he takes everything from elsewhere, and the original stuff is just spam. So, if you know where it came from, please reply.

Taken from Parappa the rapper, which is a video game. But even more than that, I can pinpoint the exact Youtube video it was taken from. The video was uploaded on January 14, 2008 by the channel RhythmAndMusic. Both the song here and in the video have a long silence at the end, which starts at the same time in both.

Sorry, my bad, guys. I swear when I was listening to this it had that same long silence. It doesn't anymore. Is there a way for people to update and edit their audio submissions? The song is still stolen from the game, the video just isn't confirmed anymore.

Yeah, I was pretty sure that it was stolen anyway, I mentioned that at the start of my post. And about the guy who had other stolen things, I was honestly a bit lazy and didn't have time to look through stuff on YouTube, and the first thing I found didn't have a matching time so I gave up and just did something else. I think I may have found the thing now, but it won't do much good at this point. I swear I'll be more thorough in the future, and not let laziness compromise me in protecting the Audio Portal. I hope. Actually, I'll probably skip out on checking some stuff if I don't think it's obviously stolen, because I don't have that much time when I can do this stuff. But, I will try to be more thorough. Thank you for the advice.

So the account and rendition you posted are legit. The artist wrote their own piano cover of a song which has no piano in it. The song itself (Stealing Sheep - Shut Eye) has a copyright on it, HOWEVER it is a sound recording copyright.
Bit of an education piece on ℗. Circle P. P for Phonograph, but means "sound recording copyright". What this means is that the specific mixing of the track is protected (usually by the label). It's common outside of the US to see both the ℗ and © symbols, where the first protects the publisher by saying they have exclusive rights to that recording done in their studio. The standard © symbol is generally linked to the artist, lyricist, or composer (sometimes all, sometimes one of the above).
Back to the track. In this case I would say that the music as uploaded is fine as there are none of the original recording in it, it was composed to Piano by the uploader, and the composition and content of the original recording appear to be in the public domain (in that I have not found a copyright notice on their content from official uploads), and the music as uploaded has very clearly linked back to the song it is covering.
The industry example of how lenient ℗ is: Leonard Cohen's "Hallelujah" and its many many covers. That song was ℗ but not ©. (source on that, and some more info).
I'm open to differing opinions, but that is my interpretation of the law.

I wasn't overly familiar with Sound Recording copyright vs standard copyright as it isn't commonly seen in my country (it's usually listed under the © symbol for clarity).

I found a number of things which were stolen and have since been removed. It does seem to be slowing down, but there is always an ebb and flow to all the portals. Start of the week always seemed slower when I was flagging, but we're into summer break in most places so I'm not sure how it correlates.

I think this is stolen, but I feel like I need a second opinion. It appears to be the exact same as the original, but the uploader said "ORIGINAL by Ornly You", so is this not the original, or is it mind games, or a poor choice of words from a thief?
