. I feel ike covering/remixing this would take a bit more effort than is acknowledged in the author description and the songs are licensed by two record companies, one of which is Sony. Since the uploader doesn't mention anything about making it, Im guessing the vocals are probably the sae, since those would take work. Hence they are using copyrighted vocal samples, which should be enough to even break the rules of circle p phonograph. Also, the silence in the video begins and ends at the same time as here, they are the same length and the music seems to match. Uploader has another track but I'm not sure what to search to rind the original and I don't really have the time right now.

Absolutely. For instance, @J-Dubers, if it's a signed artist with a label, you'll need to actually go get written permission from the label to do that, unless they have a stated policy derivative works are fine. Going to the artist is sufficient ONLY if they're the sole rights holder, i.e. no label. People do this stuff on YT all the time but are often subject to having their videos removed or monetization redirected to the label. Here we can't afford to redirect monetization -- it's a slippery slope -- so we can't host the stuff.
Yes, this means if you see covers and remixes of copyrighted music, you should report it, too.

If the submitted audio track contains any copyrighted backing music, it can't be uploaded.
For covers, you can cover:
- music in the public domain;
- music in creative commons; and
- music produced under a sound recording copyright (℗: such as Leonard Cohen's "Hallelujah") which protects the specific instance of music and vocals, not the lyrics and sheet music itself.
As in all things cover and remix, you need to have permission from the originator to cover/remix it. Basically anything that plays on the radio is a no-go, but more independent works or ones listed as above can with permission be hosted.
