Yes, if he doesn't deposit until more than a few hours after midnight on any given NG day, NG's system often doesn't recognise his deposit (in terms of recalculating "exp to the next level" amounts and "current VP" amounts for everyone else on the site) until later in the day, and SOMETIMES until the next day.

And thus, at times, TWO of his deposits take effect at the same time (usually around 1 AM on the day AFTER his deposit was late, if his deposit on the NEXT day is between midnight and 1 AM, that is) and doubly-screw over many people waiting for their VP to rise... or for a level up to stick (and not to fall back down to the previous level they just spent MONTHS of depositing getting the hell out of).

I'm with Mystboy on this one. If by gain, that is, you mean ANY VP AMOUNT GAIN WHATSOEVER.

Because of course, there will NEVER be a time when the top 500 people on NG do not gain any VP whatsoever.

Now, if you meant RANK gain, as in changes in order... that's also very unlikely (it would take everyone either depositing every day... and no more rankups... or it would take everyone stopping their NG use altogether, basically).

But all of those are different questions, I'm pretty sure, than the one you were asking. As Mystboy pointed out, there will always be slackers. But not only that, some people who deposit every single day right now might stop within a year or two. IOW, there will always be NEW slackers in addition to the old ones. The old ones fall out of the top 500 eventually... the new ones GET to the top 100 and then stop, and they aren't going anywhere anytime soon, basically. And then they sometimes RESTART getting exp yet again.

So even if everyone got to 15.99 or 16.00 or whatever... someone would stop depositing... and HT (or whoever) would push them down in VP after a few days. And boom, now there's a reduction in someone's VP. And if they deposit again? Boom, there's a gain on the list again. So there ya goes.
