Why is this #1?!?!
I'll have to agree with kung fu hamster in this... this is not good. It's just bad. It's not even average. The story is OK but feels rushed, and the graphics attempt to be good but they just... aren't. This doesn't even deserve to be on NG, nevermind be the highest rated. Please do better, I know you can.

Not that good...
I LOVED the music in the beginning fight scene, and some of the action was decent... but the drawing was a little inconsistent. One minute the girl looks semi-normal, the next minute she suffers from the "Anime eyes are TOO big" crap. At least we got to see her tits damn near fall out of her top (OK, that's ONE of the very FEW things Anime does that I like... but not in a SERIOUS fight scene... Jesus).
Just seeing her ass get kicked was kind of... unfulfilling.
As for the "I'm Ken Tyler...I'm a cop" next scene? It was your typical stupid cop flick junk. I made me think of Steven Seagal's early movies (but that's NOT a good thing). Then it got more retarded the moment the boss was seen and the whole "can't get over my father's death" stuff. Honestly? Who finds this "act like a 5 year old" behavior funny? I sure as Hell don't.
This suffered from all the typical stuff that makes Anime so bad. Trying too hard to be serious, then trying too hard to be funny. Erratic as Hell. This is one of the main reasons why I HATE Anime.
Some of your other stuff has been good (like Little Red Riding Hood), but this was just... well... meh. Sorry. The amination itself was decent and some of the music was good though.
