Interesting...
Words fail me. Huh... well, it made absolutely no sense whatsoever and the title was completely irrelevant to the story or whatever it was, but pretty cool nonetheless. The little smiley guy with the tie that concealed the double-barrel shotgun was pretty... uhhh, weird. The color scheme was pretty boring; maybe more color in it next time. The animation was spectacular though. Great job overall.
Why is this or Prowlies first?
It was good... just not incredible. It's ok... but nothing I haven't seen before. It was just anime for those who don't know "true" anime. It was drawn in the way of a child, the music didn't fit in and only the action was worth watching and even that wasn't the best... If you ask why I'm being such an ass it's because this is in first place... You HAVE to look over the first place submission critically because, it's supposed to be ranked above ALL there is! I personally don't know how this was voted above all else.

ok the animation was good the music was good. the action was a good touch. i have only one problem wit it the music is in spanish if ur gonna pick music pick english plz.
