I think I understand it, but I want to confirm
It's about dictators wanting people to smile and be stupid. And the metaphorical part is that the dictators were robots, and all they did was kill and fuck. Was that about right?
Oh, by the way, I thought it was great. Well done, and I sense more than a little political theory/satire/stuff in it. It was pretty much flawless.

That was without a doubt one of the best flash movies I've ever seen. The animation was great. The way the guy's head and eyes moved was really convincing... hell, everything was. Great movie.
