Rule 4 on the FAQ for reviewing says:
Do not flood the review title or body. Examples would be long strings of characters or words with no breaks "HAAAAAAAAA", or repeating words or phrases over and over. Also do not submit images made from text and characters, like the infamous middle finger. This will quickly get you banned.

reviews like these are rather ambiguous as far a flagging goes.. i'd contact a mod about it, but my feeling is that it would be abusive, as it's not strictly helpful, and whilst it's positive about the submission, it does flood the review space, which, as you say, is against review guideline #4.

Just treat them like they weren't all caps reviews and only flag them if they break the other rules listed in the FAQ.

No. You have to wait until it passes judgment to flag any reviews.
Sometimes, people know that the flash won't pass and use this to their advantage by leaving very abusive reviews insulting the author in 30 or so ways because we won't be able to flag them and they won't get punished for the reviews they left.
