Just because reviews are 0's doesn't make them abusive. many people make that mistake and as a result they lose whistle points then lose whistle ranks. Then people complain about their losing of whistle rank or having the garbage whistle. Here is some advice and tips from one of the old school flaggers to help you keep away from the garbage whistle.
Even when sorted by rating the reviews could be non abusive low rating 0's (It is quite possible as I have seen people make these kind of review before) Trust me it will save you a whole lot of trouble and by reading the review and flagging correctly you will save yourself the trouble of ever getting a garbage whistle ( Unless the review mod make mistakes which isn't always the case but it does happen since the mods are human and capable of error)
Next tip just because a review has 0/23 score doesn't mean that the review is abusive. It could just be that a lot of people didn't find the review helpful. so don't massflag a review that has a that type of score many people have done this and a lot of them lost whistle points. So make sure you read the review carefully and make sure it violates the review guildlines before you mark it as abusive.
Here is something else for you all to know if you don't already. If you see a review that is postive but has an all 0 rating it is up for grabs. This is because 0 reviews that are postive are viewed as mistakes used by the reviewers since the NG staff believes that if someone liked the flash they wouldn't give it all 0's.
Now about Caps lock reviews. There was a time where all caps lock reviews were taboo and were up for grabs ( before the whistle change this was one of those unwritten rules of NG since caps locks were considered yelling) but now the only way caps lock are abusive is if they violate the original review guildlines. If the review is positive leave it alone it will save you the grief of losing whistle points and it will say the review mods the trouble of clearing the flags.
As for short reviews they have to violate the review guildlines to be abusive. As first they were considered abusive because short reviews weren't considered to be reviews since they didn't go into detail but now the review mods go lighter on this subject so be careful with those kind of reviews.
