Yes they are.

Stay on the topic of the submission and do not make personal remarks or insults towards the author.

Telling the author to bang his head against the wall was not needed and Freaki-boy92 saying that he would "GUT YOU LIKE A FISH" wasn't needed either. They are making personal remarks towards the author.

This is one of those flashes that I wish I could call the author's response as abusive. I don't think this guy hands out responses without a lashing of insults - wether the review was abusive or not. Anyhow, enjoy.
