Yes. Since it could be hard for a review mod to determine if the review was abusive or not, reviews in a foreign language are now against the rules.

Aside from losing the reviews, if they've made enough abusive reviews recently, or have made a particularly abusive recent review, they could be banned from reviewing for a set period of time.

If they don't bother to review the submission even with a simple line such as 'I liked it', then technically, yes. But I'd advise against flagging them if they're not abusive for any other reason.
