either you been flagging the wrong reviews or then haven't got around to deleting them yet, only the NG staff knows the answer to that for the last 2 questions

When a lot of people flag the same review, the review mods/admin take care of it. The more flags a review has, the more likely it will be deleted.
true but if the person has a garbage whistle then it is like a person with anyother whislte clicking on to the review being helpful because the higher your whistle level of the user the less then need to flag for it to be seen also flagging the same views everyday help because for every flag you make when it is deleted you are that many number of whistle points

When someone with a garbage whistle flags a review, it has no weight on whether it is abusive or not. However, if the review is found abusive by, say, Wade, then the person with a garbage whistle still gains points.
also flagging the same views everyday help because for every flag you make when it is deleted you are that many number of whistle points
It doesn't give you more points, it just increases the number of times the review has been flagged.

You have to click the abusive button in order to recieve whistle points, clicking the no button has no effect on your whistle level whatsoever. The 'no' button's purpose is for if a review isn't helpful but isn't bad enough to get deleted.
