One preventive measure for spam. If you can just posts as much as you want, people are gonna stop putting effort into the response or posts. With the time limit, you think about what your gonna posts because replying to much will lock you out.
Is it to try and limit spamming and pointless conversations?

Surely mods are there to stop spammers so why have this aswell?
Mods aren't online all the time. So thats another reason. Admins/mods need to sleep also. Plus have life outside of the internet.
Also Newgrounds actively encourages it's users to have meaningfull conversations instead of talking about non-sensical idiocy. Surely this post limit stops that kind of thing from happening.
People still act like limits. Besides, 4 posts per thread per hour isn't that much really.
If this might be better simply sent to a mod jsut tell me I was just curious.
