2. We haven't currently guessed any other variables that affect it. The closest we've come is that we know Iscrulz does have a say in what the overrated flash of the day is, and his ambiguous 123 hint.

Is it affected by the amount of forum material relating to the flash?

Well, after just finding this thread and taking a look at some of them, and this "123" nonsense :)
I'm going to go ahead and take a guess that these are considered "overrated" because they all share in common that 3% or less of viewers actually bothered to vote on the flash.
One of the flashes you announced you said 2 afterwards, and it happened to have approx 2% of viewers vote. Is this your system? or at least play some role in your system?

Varibles is a key word also in this paragraph perhaps to revealing. 123 hint is addressed above.

Maybe that 3% just means the masses viewed the flash but didnt vote

littleFoot is in no way overrated. Adam Phillips has the best flash on Newgrounds, I've yet to see anything better.
