No. He became SSJ2 after becomeing Majin Vegeta. He needed the extra power to become SSJ2. You remeber the fight that him and Goku had right? In that fight, Goku became SSJ2 as well, thus being able to beat Vegeta.

Thats only a rumor. There are no plans to make anything after Dragon Ball GT. Don't believe everything you hear >_<
