The character I'm talking about is ab\pparently named Raww Le Klueze. He has blonde hair, wears a white mask, and works for the enemy of the show's hero, but he isn't the main antagonist and he doesn't wear a red uniform.

Yep, he's Rau Ru Cruuze/Lau Lu Kruuse and the rival of Mu La/Ra Fraga/Furaga, a Newtype. They are a kind of a side story to remind you of Amuro and Char I think. Both die halfway through the series in a duel with eathother.

If you mean why they wear a mask, I can tell you: it's a psychologic reason! Anonymousity gives people the ability to hate, since Tomino really wants to tell the story of Char/Zechs, people will develope too much sympathy for them to see them as antagonists, so they got their eyes covered. You trust people more if you can see their eyes.
