I finally saw Legato on Trigun last night and i have 2 questinos about him:
1.Does he have the same voice actor as Kenshin
2.He looks like Aoshi from Rurouni Kenshin (well thats not really a question)

Yes, Kenshin and Legato have the same voice actor in the English versions. Richard Hayworth is the voice of them both.
