Well sometimes I have an idea that's only really "half-formed" or "quarter-formed", as in there's no real idea there yet but it feels like it could be someone. In that case, just cold-calling an artist and talking about it can really help form the idea up more.
I mean there's 2 real things that turn me off if an artist comes up to me (and its one of those rare times when I'm not busy):
1. "Hey wanna progam a game or something?"
2. "Hey wanna program this game, it'll have 13 levels of 3 minutes 42 seconds each, this is the list of enemies and list of powerups and this is the character sprite, the name of the game is 'blah' and this is the story, and the rest is in this 8 page document, it's being sponsored by hardcoregames for $4000, you'll get $1386"
