True, but said user(The one in your example) wouldn't ask anyway. He'd know it's against the rules. Plus, it's just a common curtousy.
Me, I've screwed myself out of my chances to ever be a mod. I don't believe asking once, jokingly or otherwise, will instantly disqualify a user, but I've asked and demanded so often(Again, jokingly, but it doesn't really matter) that were I ever to be modded, it would cause a backlash of people thinking asking really does work, not to mention make the staff seem a bit hypocritical.
