It is also a crime in which local, state and Country authorities may intervene, several years back, a bored man from Britain created some viruses to find interesting stuff to do, FBI tracked his whereabouts in the U.K and notified them, he was placed with a heavy fine and 2 years in jail.
Cyber crimes are considered severe today as it's both damage to property and peace of mind of a person. It is always on a large scale of victims, and whenever they are caught, like when publishing their plans <_< , they are tracked down by authorities, and put where they belong pending on age. I predict Tom and Wade will do the most to prevent this, but the following scenario would be ideal:
*Suburban home in the U.S.A*
Door bell, "Hello, I am a representative of the Federal Bureau of Investigation. Open the door*
*Zit faced teenager answers the door* : "Yes, what do ya want..."
"Are you the owner of the pc that's IP is ___,?"
"Yes...Why"
"Please come with me to solve a few things regarding your use of it"
"What, no way, fuck off"
*Smack over the head with the butt of a gun and brings kid to unconsciousness* : "I'll use force if necessary."
*Drags kid to FBI HQ.*
