It's like the deity whistle is like level 30 and the gold whistle is like level 29 everyone can get to it but it takes a lot of flags to get it so only a few have it.

As hard as it is to get a gold whistle, I am sure that it is much easier to get than deity. I know that silver whistles are almost handed out like candy, so I am assuming unlimited there. Gold I have only seen a few at a time. I think that is mainly because not many users try for it. If more people flagged abusive reviews and flash as often as the select few, that there could be more gold whislte holders. That is what I am currently on my way too. Slowly, but surely I will get there. Especially now that I do not have to compete with Washu.
