Then he should be banned as soon as posible, a few days ago I had already seen that he had uploaded another video from this series, it seems that he always does it

Aight, I guess that clears up the user who made it. But as for the submission itself, it's described as an "edit" in the tags, and it seems to be a mish-mash of various "frutiger aero" videos and pieces of live-action footage. I'll need a second opinion on whether or not this passes the threshold of original animation.
P.S. the uploader also has another similar video to this which seems to have passed judgement.
