Even IF it was given an exception, the user in question says they reupload content that may not come from them, as a straight quote from their profile as the time of writing this: "I Reupload Old Videos & Uncensored Stuff Here!"
Guess it's a double report but I can't say for sure which video(s) is stolen, I can only say it's probably stolen from the profile itself, so either don't report it for a stolen video or do your research and then conclude whether or not it's stolen, I'm putting my bets on GoAnimate video being banned in the portal.
I missed both of these but it seems they were both Blammed & not unpublished. They would have been unpublished though, since as you said, GoAnimate movies are no longer allowed. Feel free to flag them though, they'll be disposed of sooner or later.

AI art in games is ok. As long as the game wasn't totally AI created. Renpy games are visual novels (mostly), and creators are allowed to use AI art. We've gotten a lot of reports, so I wanted to clarify for everyone. :)

does that mean that the AI games where you RP as a (insert here) and go on a story/choice-based adventure are against the rules, provided that the characters that are introduced visually are AI generated characters?
does the answer change if the environments that the characters are featured in are also AI generated art pieces?
