Speaking of the same uploader, surely this submission by the same guy, https://www.newgrounds.com/portal/view/874853, violates the Movie Guidelines because the movie itself is just some piece of image on a writing stick, which would be the same as Live Action footage and lacks anything that would resemble actual animation?

It counts (barely) as a (utterly cheap, almost no effort) puppet show. It's undesirable, and Newgrounds users should be ashamed that it passed Judgement.
