I think there should be an alternate solution: An "X-rating" separate from the ETMA rating system as a catch-all for content designed to be pornographic, yet doesn't contain actual nudity. (ie. it can still be rated M or possibly T). The X-rating, like the A rating, can only be viewed by 18+ users with accounts and has the same restrictions as the original A rating.
Example of M-X rating: She Wants To Order. Focuses on ass, author is mostly 18+ anyway.
Meanwhile, the standard A rating can be used in non-pornographic cases, for example:
Anything by ChronicPainComics (mostly gory if anything),
Final Fantasy 7 Collab (a small handful of sex scenes played for laughs, but otherwise most participants kept it SFW).
AnusboyII (contains nudity, but isn't pornographic)
