Now drawing underage characters as adults and depicting them as adults is understandable. Although, that last part about a creator trying to flirt with the boundaries is the part that is confusing for me. I know Newgrounds has been setting up a lot of fail safes to keep them protected legally. At the same time though, what is acceptable and what is considered trying to work around?

from my own interactions from @Exedor I have/we have/everyone around me has been subject to me learning about the content rules of what is a depiction of an underage character and how to analyze the character:

how to analyze a potentially underage character: you don't.

consider all depicted or animated characters as individual entities, if they have a "rendition" of a real world or likeness to an animated character then the answer that should flash in your head is simply: "great"

each character needs to be looked at as an individual and IF the individual depicted character appears to be under the age of...

14 then it's safe to assume that the character is "obviously" part of the underage crowd and should be reported as a child pornographic depiction and flagged appropriately.

this does not include looking up the character as reference age in cannon, in their real-life animated series, or anything of the sort... the character needs to be looked at and upon as a face value entity... and if that entity appears to be under the age of 14... then and only then...

The determination is based on the appearance of the character, not whether they are underage in canon or if the artist says "they're like 18, yo!" If necessary, attack at will.

Basically, there is no work around. If they say 18+ but it looks like a kid, it's considered as such and removed. Drawing underage characters as adults and depicting them as adults makes them no longer underage and thus, is deemed acceptable.

I think I found something. I'll get to that, but before I do, here's the backstory within the backstory.

Some years ago, half a decade to be more precise, the adult content found here came with ads on the side, as did everything else. One of them back then led to the straight-up hentai version of this game:
