Rule 15:

I can't tell if he used a coloring book or not but I did look through his art and its painfully obvious that he edits the same pic over and over again to make it look different.

Yup, I've been aware of his , ahem, low quality submissions for a while. I guess it's time to bring him up and figure whether we we should take him down. :\
Now, with that being said, you can report them via the flag button on each page, but this is the place for flashes and games that need attention, not for art. ;)

This is crossed my mind before and it might be worth messaging an art mod about, but I'm not sure it'd be necessary. Any stolen art I've flagged has been dealt with pretty quickly and there doesn't seem to be an overwhelming amount of it.
This thread was started more as a B/P club and to roleplay a bit with NG's ranks and military theme, not explicitly to report content. The audio thread was made because stolen audio was always a much bigger issue and easier for users to get away with, and nowadays it's handier for regular users to list a bunch of submissions there without having to flag each one.
The standard flag function alone may be more than sufficient for the art portal, and you can message an art mod if you're not sure about a submission.

Actually, no, these are ok. Bland, but ok. However, Source Film Maker (-type) submissions to the Art Portal are not allowed, since the assets used are not created by the "artist", but rather are created by the games' creators.
