Without sounding rude, or giving any offense to you, I think NG is going about it the wrong way. We, as the users of NG, should be able to whistle a flash based on what we see, and then have a set of moderators to give the final decision of whether the flash is whistle worthy or not. It shouldn't just be you guys giving the judgement, I think it should be us all. That way, people still get whistle points, and you guys still get to keep your jobs.

No offense taken, especially because I agree with you on the matter. It would be very similiar to how flagging reviews works, reviews that got enough flags get overseen my review mods and then they can either delete them when they are abusive or clear them, with or without penalty.
I think the biggest problem though is that right now there are a good amount of things that the staff works on which have rightfully preferance over such a change and that a rehaul of the whistle system is kind of difficult to work out. I remember pretty well that it took very long for a flash to get flagged - and that was more than a year ago when we had more active users with higher whistle ranks. So, it's tricky but I definitely would like to see a rehauled, working system that lets every user help out to get rid of abusive content.
