This is true, but lone-flagging submissions also doesn't create any more clutter for the admins to deal with as long as not enough other people lone flag it in order to get it taken down. I think that the main thing having it take so much flags (in addition to garbage whistle having no weight) is so that spam groups cannot just spend the day mass-flagging new submissions in the portal in order to temporarily cause the portal to a halt.
