Now I'm seeing various whistle levels. I know how whistles work, but I ask those with varied whistle levels... How many do I have to flag to leave "Normal"?
Sorry buddy, can't help ya there, only the admins know the checkpoints.
There's no way of knowing, it works like the level system, where the more points the top user has the more points you need to go up a level.

It's actually not known how many you have to flag. You just flag.
Anyhow, it's not that many. Your current problem is though that Wade goes around cleaning out things only now and then.
So, be patient. Heck, I even skipped over Bronze, and just went directly to Silver.
Just for future reference, whistle points are only visible to administrators (to my current knowledge)
To leave normal? Been a while, since that happened to me. Well, time to guess.

Because I remember whistling about 90-100 one day , and I eventually got to silver the next day. So don't get mad if I'm wrong, because I just threw out a guess.

well ive tried gainin a whistle level but its just too hard to me but i have a question on blam and protection level what are the levels i am now a police officer what is after that

Well, I didn't whistle one submission when I gained levels.
Instead, I marked reviews abusive, ones that disobeyed the Reviewing Guidelines - it's more common than abusive flashes, but doesn't give as much.

After that comes the "Security Guard"
