That would be impossible, since you'd have to view the movie page before being able to review.
Unless, of course, you were to give a ton of people the direct link to the review page for your movie and ask them to review it.

But who in their right mind would want to do that?

A lot of people don't vote after viewing a flash or they watch the same flash many times per day so that's why the amount of views is usually above the number of votes but an user could still vote a flash without watching it except when it's underjudgement because it's necessary to press on "watch the movie" if the movie didn't pass yet. It's technically possible to find a flash with more votes than views but there is probably none because there are more viewers than voters that browse NG and a random user can't vote more than once on a flash unless he has several accounts and ips which would be abusing the voting system.

As for reviews... most users don't review or watch the movie before reviewing so we probably won't find more reviews than views for a random flash. If it's the case then someone obviously abused the reviewing system.

It's on a sliding scale. Someone on the level 8/9 border has a base VP of 5. The level 30 user has a base VP of 10. Everyone else falls linearly in between those figures.

I finally managed to rank up to EG Captain, bringing my VP past 8. Unfortunately, my NGTL program has already passed my profile (I missed it by 45 minutes...), so the VP jump won't show up until next week. Oh well.
