No, it just means that your whistle can't actually mark something for administrative review. The fact that you whistled it is still noted, and if you are correct about the entry, then you will get positive whistle points, and vice versa.

Well, the better your whistle, the more it is worth. It's kinda like voting power. In the portal, an under-judgement flash needs to have 200 votes to pass. Each vote however has a different power, thus some votes will outweigh others. This goes for whistles too. The more your whistle power is, the less amount of people it takes to Mark the flash for Administrative Review.

It's not a bad idea, but definitely not necessary. The reason the whistle isn't a popular stat is because it shouldn't be. If it was, then everyone would start trying to flag everything, and nothing would get accomplished.

Basically to sum it up, the reason people can get away with it is because it would be a nightmare for liljim to fix the system at this point. It could be done, but I believe that they have much more important things to do with their time right now.

You're absolutely correct, the whistle isn't a big deal, unless you're always looking through reviews or blamming and protecting. It's a good idea to have at least a bronze whistle then so that you can get Wade's attention to the abusive review/flash. It's nearly impossible to get gold, let alone diety.

Back to whistle talk im most happy with my silver whistle, I think the current system is working well but maby they should make the gold whisle bit more achivable as i now rarly go out of my way to flag anything, as i know im extreamly unlikely to ever get a gold whistle, maby if it was easyer to get people whould flag more stuff.
