I already have a pretty good idea which way the election is going due to some unexpected e-mails (I just sent spancker my list, haha) and if what Dobio said is true everyone on it gets nominated at least twice (whether you're naughty or nice). There always seems to be some confusion on the difference between Voting and Reviewing. As such I'll respond to this, but you really need to bother to read the Help files.
Reviewing allows you to give comments to the author of the flash, as well as rate it on a variety of aspects. You can only review a flash once, ever. Your earn exactly zero experience for reviewing.
Voting is simply clicking a Pico head on the vote panel flash (see image below) allowing you to raise or lower the rating score of the flash. You can vote on a flash once per day. You earn 2 experience for each flash upon which you vote, and can deposit after having voted 5 times. You cannot earn more than 10 experience per day.
Experience will affect your base voting power. BP level will adjust the base VP by adding a percentage of that base value.

It is a screenie from yours. I was fiddling with your flash and trying to decide if I wanted to take the time to review it when I noticed bahamut had reposted.
