Ok here we go...Tidus is the only player who can learn Jecht shot and Jecht shot 2. Both of which are over rated and take way too much time to execute (although jecht shot 2 is 99.99% a goal). Tidus sucks IMO other then Jecht shot 1&2 which I don't like to use anyway.
The best time to try to tech copy is all the time...always try to get techs any chance you can. Mark players that have the most techs that can be learned from them. If you mean when is the best time to press the button to Tech Copy I've found it works for me on the 2nd flash of white.
You do not have to be right next to a player to attempt a tech copy. The play that you want to learn the tech must have them marked before the match of at half time. You can see which techs from which players can be copied.
If a player cannot learn a particular tech that you want them to have you can use "Tech Find" which is a random prize for tournaments and leagues. This will open the slot for any tech for any player other then Jecht shot 1&2. You just have to know which is the right slot for the tech you want.
Yes some techs are harder to copy then others. For example Volley Shot which can be hard to copy due to the rarity of occurance. Also Anti-Drain can be a pain in the ass to get. The easiest way to get this is to hire a player who knows the
tech, play an exhibition match, and make sure he has the tech equipped at the beginning of the second half. Then release him.
As soon as he gets hired by another team, SAVE, then enter an exhibition game. The tech will remain equipped for the first half only, so drain tackle like there's no tomorrow.
About the Jupiter Sigil. The easy way would have been to use the reset trick which is simply resetting the blitzball data until it appears as a prize for winning the league. Just don't start the league or the trick wont work. Since it seems you are probably high level with your team this is not a good idea. Also one of the conditions is that Wakka must have defeated a certain amount of enemies. I believe it's 250.(might be wrong tho) All I can say about that is keep playing and it should appear.
