The absolute majority of countries in Europe have 18 - some 16 or less for specific beverages, like beer. 64% of the world has the limit set at 18.
Considering how early you can for example get a driver's license in the US - seems like you get a lot of things earlier on overall there - I was surprised you couldn't legally start drinking earlier, assume alcohol just is generally a way bigger part of our culture over here, for good and bad...
