Bear in mind the fact that, to be perfectly blunt with you, getting level 4 on Newgrounds is pretty much next to nothing. You currently only have 11 days worth of experience under your name, which, considering the fact that even by level 16, you would need more than thrice that amount to go up one level, means that it's just not really worth commenting. I would personally reckon that you would be able to get some recognition for something along the lines of level 10 and upwards, or even 1,000 experience points. Please do not take this personally; I am simply stating the truth as a lot of people are going to see it.

Eh... it depends on what you define "higher" as, of course.

If to you there are only "lower" and "higher" levels, then you have two choices:

A) Split the levels in half. 1-30 are low, 31-60 are high. Simple enough.

B) Judge it by exp amounts. Find the halfway exp point to level 60, and any levels under that are low, any above it are high. I haven't looked at that, but I'd assume that the mark is somewhere around level 40 by that measure. So... 1-40 are low, 41-60 are high.

Me, I prefer a more low/medium/high hierarchy, so 1-20, 21-40, and 41-60 seems to me the simplest way to divvy 'em up.

Butchers are more subtle than builders. We tend to indicate to each other than there is a nice looking lady around. Backslang is a verbal language, so breasts becomes "T-Serbs", which is how we pronounce it, rather than being bothered about the spelling. Something to do with spelling breast backwards, then adding the s for pluralisation.

I've checked on NgLog, that user is up to average 80 B/P per day. He might even get to sup.commander in an even quicker period of time than that EagleRock guy.
