They're not. Some people spam PM's and some people remove PM's after reading them. How can they be considered a legitimate stat if that's the case?

PMs are not an achievement because they're a) meaningless and b) unverifiable.

Regarding a), they're meaningless because you can just hook up with a buddy to exchange PMs until you have any amount you want; you might argue that posts are similarly meaningless since you can just make an insane number of posts, but the difference is that your posts will get deleted if they're not relevant and that you might well get slapped down if you spam the BBS just in order to bolster your post count.

Regarding b), the number of PMs someone received is not publicly available information. Sure, people can post screenshots, but it's not as if it's difficult to doctor these; with the other stats, all you have to do is take a look at the person's profile to confirm that they did indeed reach what they claim they reached.

I think both of these are good reasons to not treat "I got X PMs" as an achievement. (And in the particular case at hand, I've got to say that 400 is not even an interesting number, anyway.)
