Don't worry about that. :) Level 9 (the start of level 9, that is, at 400 XP) gives you a base VP of 5.0, IIRC (someone please correct me if I'm wrong), and with the B/P bonus you get on top of that, it's pretty easy to reach a VP of at least 6 or so.
