You might want to take a look at the FAQ
To get experience points you have to vote on 5 submissions in a day, once you've done that you will be allowed to deposit your experience points and you will recieve 10 points for doing so.
Once you've signed up and created a profile, there are no other ways to get experience points, which means you can only get 10 points a day.
Once you get so many experience points you will go up a level, look at this to see all the levels and how many points you currently need to reach each level.
Also use this to see how long it will take you to reach a certain level. It works by assuming that the current level 30 user and you deposit each day.
For more information on Experience Points, read this.
Also look at the picture below to clearly see how to get experience points:

It's really hard to describe, actually - the best description I could come up with is that the places he visited seemed boring, lifeless and numb. You'll have to read it for yourself, though.
However, things actually seem to have changed; I continued reading, and he left the midwest by now and arrived in the south, and for the most part, everything seems nicer now. But then, I'm still far from finishing the book, so I don't know what else will happen. :)

The latter four are definitely attainable, although they might take a few years. :) Level 25 is probably out of reach forever for all of us who're not in the 20s already, anyway. :P (Of course, all that's ignoring the pending introduction of the new levels...)
I personally like 27 the best, with 20 and 25 being close runners-up. If I keep on depositing every day, I could reach level 20 in early 2010, too (x.x), but again, that's ignoring the new levels, so I have no idea what I'll actually end up with then.
