In order the gain experience points you must vote on 5 Portal entrees whilst logged in to your newgrounds account. After watching all 5 submissions and voting accordingly you will see a "Deposite experince" link click this. You can gain just 10 experience point every day and no more.

You may want to give the Portal FAQ a once over too.
