I don't know, but I don't think it's new - just the "80+% of your post are quoted text, please cut down on that" thing. :P The funny thing about this is that the Javascript checker that alerts you to this when you submit a post doesn't even match the (server-side) BBS code; there's a certain window where the Javascript checker won't complain but the server still will, it seems.
In any case, I can understand the motivation, but I think it's pretty pointless and annoying. People who quote 20 lines to add "me2" would still be caught if you changed it from 80% to, say, 95% - and if someone's intentionally quoting tons of text to disrupt the BBS, the mods could deal with that, too, although I'm not even sure whether that's a realistic concern.
