Well, these users in the top 50 users in EXP points list have the most important achievements in all of NG in the quantity aspect. There are a very few users you can find on NG which their account is 5 years old. Also, their EXP achievements are always very massive, so as the levels achievements. Mostly they don't post in here about their achievements, however, it is still an important achievement. That is why I post these in here, but hey, you don't have to congratulate them if you think it is useless...

Don't have a clue. Nobody quote me on this but I'm guessing the low level users will get a slight boost in rank, the mid-levels will pretty much stay the same and the higher levels will see a slight decrease. Again, it's just speculation.
