you can make separate movie clips for different sounds, like an ooh sound of a pssht sound, etc., then put them together to form speech from your character.

also, its usually handy to keep the framerate high, and to do some framebyframe animating with this highspeed stuff. ^^

its just one of those hard and anoying things to do, there are a few lip syncing guides, but i have found that most of them have a few letters that just dont seem to work. one thing you can do, is record what your saying on video, and just make the movie look like the video does

First, record/select the sound. Draw a frame for each of the sounds/ shapes a mouth uses - eff, ess, t, closed etc. - then when you import the sound, set it to stream. Start a new layer for the mouth movement. Drag the timeline bar across from the start of the sound to hear exactly where they are saying each word (you can also see this roughly on the layer of the sound via the blue sound lines) and put each mouth shape frame in the correct place on the timeline.
Unless of course you want to tween it, which is a lot easier but doesn't look nearly as good. Although, you could add in some tweening between the mouth shapes for a more fluid looking animation. An excellent example of this is in the Xombie series by James Farr.

Also, here are a couple of lip synching tutorials:
