Just submitted a whole lot of art (19 pieces) so my stuff could use some votes. Everything in my gallery that is shown as posted this year is a new upload.
My art account @SketCzyBook has been permanently unscouted forever with no option for anyone to rescout it. Thus, all my art I post there never gets past the 5 vote barrier. And recently I think there was some update to the Art Portal which basically hides the art from non-scouted accounts from being found "by tag". :(
So any chance my art will ever be seen by a human being is now dead.

Same thing happened to me a few months ago, and I don't even have another account. Pretty sure if was because the guy who scouted me was unscouted. The viewership on my artworks has dropped to about a half, maybe even a third as many on average. And that's before just finding out about this new tag update to make things even worse for descouted artists... 0_0
Still, I'm sure I read somewhere that it isn't permanent; it is just until some unspecified future date. I'm going to try asking the staff about it some time soon, to see if they can at least reverse the unscoutability, since I think asking to be rescouted would probably be asking too much. If it IS permanent, I don't really see the point of continuing to use this platform or recommending it to my peers, let alone consider paying to become a supporter like the site always asks me, because it is nearly impossible to reach a significant amount of new people here without being scouted or being lucky enough to have an artwork featured.
