Typically the unwritten etiquette is to wait a fair bit after posting your last OC here before submitting a new one. In my own experience I deemed it best to wait 2 weeks to not seem rude.
Of course it's stated in the initial post that nobody's obligated to draw any OCs from here, but I personally also think it's good etiquette to draw some OCs for this thread before submitting another OC of my own, too. At least, that's how I am reading this room.

A bit sad but some OCs will get spotlight from few artists at once while others won't be acknowledge even by one, tho I guess this is just what it is. As you said, no one is obligated to draw anything, so it's up to individual to pick which ones they want to draw. I also think that there is that feeling at the back of ones head, not to 'spam' too many OCs, because that would get annoying fast and be a bit problematic. That said I think that giving few 'tries to get attention for different characters' shouldn't be a problem if someone just keeps moderate pace, like about ~2-3 weeks between 'requests' or something.
