So you are saying he just uploaded it without any audio work of his own? I don't play Megaman nor do I know it's soundtrack. Remixes and covers are allowed now. So you'll have to be completely specific about what you think is wrong with a song when you report it.

I am a passionate GD player myself and find it extremely appalling that the confirmation message upon publishing asking "Is this yours?" and the hundreds of songs uploaded for use in it which are already deleted don't deter people from uploading stuff that isn't theirs, and was probably pirated in the first place.

I would put this as borderline really. It has clear effort in it and actually sound good AND have been endorsed by Waterflame, where 50% of the audio is from. The other sampling is a bit different; but with the right licensing on NG it shouldn't be a problem.

I don't remember the exact wording, but once you press NG a popup appeared stating that NG is NOT for uploading other's music. The prompt requires you to accept; so perhaps some punishment can be applied? gotta take it up with someone GD related.
