All three of his submissions weren't exported, but rather recorded with a crappy microphone. I assume he uses one of those ipad loop "music makers" to make them. The latest one is him singing, which is hard to listen to. Judging by his voice, and the profile picture on his bandcamp page, I'm assuming he's not 13 years old yet.

I reported this a while back. I agree with you; even though it looks (sorta) legit, they don't own the songs and therefore shouldn't be on NG. (Right?)
