The medal Gang's All Here appears under the game, but it does not appear in users medal lists. It hasn't been unlocked by anyone.
Something like that's really hard because it's probably a) a huge amount of skill combined with also b) unreasonable luck.
So unless someone has actually done it but not been awarded the medal, and are absolutely sure they have them *all*, then it's really hard to say if the medal is broken or if it's just really hard but possible to do, just not been done yet.
There definitely are 0 points medals in older games which indeed are possible to do, but just so hard no one has ever done them yet. And of course once a single person does it it becomes no longer 0 points. I myself have nabbed some of those ancient 0-pointers on some games but there still exist more.
Not broken medal unless it's literally impossible (and this is absolutely certain) *or* many people have achieved it but no medal and still at the 0 points.
Drugged Driver for example has a 0 points medal I'm very sure is possible to achieve, but simply no one has (yet) done it because it's so hard to do requiring huge skill *and* unreasonable luck, but I'm almost certain it is doable. It's very possible I might achieve that one at some point though I have so far failed at it. (You have to lose with *exactly* 666 score, on the dot!, with at least one drug)
