You probably need to find a piece of dust and sweep it to the water, after which you can float on it and discover many more areas.
If you have already discovered this, try going to the bottom right/bottom left corner of the water.

I don't think so. It has been quite some time since I've played that game, but I don't think you can go through any flowers. Just keep on exploring all possible routes and you'll get to everything.
